The National Communication Council (CNC)

Freedom of audiovisual and written communication is upheld in the Gabonese Republic, on condition that is does not disturb the peace and does not undermine the freedom and dignity of Gabonese citizens.


A National Communication Council has been set up for this purpose, whose mission is to ensure that:
  • The expression of democracy and freedom of the press are upheld throughout the country;
  • Citizens have access to free communication;
  • All political parties and associations receive equal treatment;
  • The rules governing the conditions for producing, scheduling and broadcasting programmes relating to election campaigns are complied with;
  • The programmes, the communication regulations and the operating rules are checked;
  • The statuses of communication professionals are respected;
  • A harmonious balance is struck between the public radio stations and television channels in relation to programmes broadcast;
  • The policy for producing audiovisual works and films is applied;
  • The techniques for communication and personnel training are promoted and developed;
  • The quotas for Gabonese programmes broadcast on public and private radio stations and television channels are met;
  • The specifications of public and private companies are controlled;
  • Young audiences are protected in the scheduling of programmes broadcast by public and private audiovisual communication companies;
  • Gabonese culture is defended and depicted.


The Economic and Social Council (CES)

The Economic and Social Council, subject to constitutional measures, has authority in all matters relating to economic, social and cultural development:
  • General guidelines for the country's economy;
  • Financial and budgetary policy;
  • Raw materials policy;
  • Social and cultural policy;
  • Environmental policy.

The Economic and Social Council is responsible for giving its opinion on the economic, social or cultural issues referred to it for consideration by the President of the Republic, the government, Parliament or any other public institution.
It must be consulted for any draft plans or programmes relating to tax, economic, social or cultural matters.

It may initially be involved in defining the framework of the plan or programme. Requests for opinions or studies are referred by the Prime Minister to the Economic and Social Council, acting on behalf of the government.
The Economic and Social Council may also analyse any problem concerning economic or social development. It submits its conclusions to the President of the Republic, the government and the Presidents of the chambers of Parliament.
