The President of the Republic of Gabon, Ali Bongo Ondimba, extends his greetings to the nation for 2010

President Ali Bongo Ondimba extended his greetings to the nation, on 31 December. 2010 will be a year conducive to investment. In fact, in 2010, the head of state's project for society, aimed at an emerging Gabon, will be achieved through a policy of massive support for the national economy, the better to meet the expectations of the population, in particular in the domains of roads, health, education, housing, agriculture, urban transport, energy, sanitation, and urban road systems. The budget devoted to investment in 2010 will be tripled to 900 billion CFA Francs, representing 42% of the country’s global budget.

Among the key sectors, in first place comes energy, with major plans for the building of dams, among other things. Civil engineering is also concerned, with the construction of sports structures, the renovation of the real estate heritage and the modernisation of the urban road system. The same goes for transport, with the restructuring of SOGATRA, or for the health sector with the restructuring of the hospital network.

« My dear Compatriots

In a few hours, 2009 will be behind us. And 2010 will be there to accompany us for the 365 days that will compose the grid of the year. On the occasion of this transition, it is a great pleasure for me to wish each and every one of you a very good year in 2010.

My family joins with me, on this occasion, to wish you and your families good health, well-being, peace and happiness in your households.

In expressing these wishes, I still have in mind, alas, the tragic, painful bereavements the whole nation lived through and shared, with the disappearance of the late President Omar Bongo Ondimba, preceded a few months earlier by that of his spouse, Edith Lucie Bongo Ondimba.

In addressing these greetings to you, I also have a thought for all the Gabonese families who have lost someone dear to them or who have experienced life-changing circumstances, through an injustice, sickness, the anxiety of unemployment, or even loneliness...

The trials of 2009 have been faced, the presidential election page written; let us now boldly set to work to write the new chapters of our destiny. For, in people's lives, there is a time for Everything and there is a time for every purpose under heaven.

he time has come, then, to resolutely set to work. It is through Work that the greatness, strength and credibility of Nations are founded.

My dear compatriots,

«The future in Confidence» is a clear expression of what I would like to do with you for Gabon, for ourselves. During the campaign, when touring Gabon, I spoke to you a lot, I explained to you in detail the project for society on the basis of which you kindly placed your trust in me on 30 August 2009. And I listened to you.

I am therefore largely aware of the problems you encounter at school, in the hospital, in business, in the public administrations, on the road, in public transport, in your homes, in a word, in the usual expression of your daily lives.

To provide solutions to all these situations, I have undertaken Reforms to consolidate the State of law through the application of the law, to clean up Public Finances, strengthen good social governance and to set out to improve the living conditions of the men and women of Gabon.

All these reforms that will follow on from each other could not have been contemplated without the sacrifice and commitment of all.

n addition to your commitment as citizens which I am calling upon, I invite you once more to maintain national unity, a pledge of our success and economic and social progress.

In any case, this is a continuous combat in which the Government is in the front line. This is why I invite the members of the Government to greater cohesion, solidarity, more pragmatism and to action, in order to meet the expectations of the Gabonese people.

There can be no room in this team for clans, sterile quarrels and rigidity. The work before us is immense, the obstacles numerous, but they can be overcome, if we join forces, combine our intelligence and place them at the service of our noble undertaking: the building of solidarity and afair and prosperous Gabon.

My dear Compatriots

The budget for the financial year 2010, which I asked the Government to set up, is deliberately in phase with the Emergence programme that the National Assembly has largely adopted.

It aims at a policy of massive support for the national economy, the better to meet your legitimate expectations, in particular in the domains of roads, health, education, housing, agriculture, urban transport, energy, sanitation and urban road systems.

This is why the share reserved for investment for the year 2010 will be in the order of 900 Billion CFA francs. This represents 42% of the global budget of the country, which is three times the amount budgeted for 2009.

Roads, Health, housing, education, Vocational training and Energy in particular will take pride of place. Energy, one of the vital constituents for our development, is given sustained attention. In this perspective, in addition to the projects already underway, the Grand Poubara dam, for example, or which are about to start in the very near future.  This is the case for the Empress Eugenie waterfalls (Ngounié) and Okano dams.

In this month of January, the Government will tackle the way the SEEG (La Société d'Energie et d'Eau du Gabon: Gabon's energy and water company) operates, which for some time has evidenced cases of non-compliance it is difficult to tolerate and which must imperatively be eradicated.

On a whole different level, the accent will be placed on the health sector, through the restructuring of public hospital services and geographic and functional reorganisation of hospitalisation capacities both in Libreville and in the interior of the country.

This reorganisation, which concerns the Libreville Hospital Centre, the Jeanne Ebori Foundation, Owendo Pediatric Hospital, the Army Teaching Hospital (Hôpital d’Instruction des Armées) and the new Agondjé Hospital with its oncology centre, will increase the hospital admission capacity in Libreville to 1,000 beds. Added to this will be new Haemodialysis and Assisted Reproduction wards.

As regards the Transport sector, the negotiations engaged by the government provide the possibility of swift, in-depth restructuring of SOGATRA, from the first half of 2010. A new urban transport system will be implemented in Libreville and Owendo with a pool of thirty new buses. This number will increase monthly until, at the end of 2010, there will be 100 Buses of different capacities.

In the domain of Sport, and in anticipation of the African Nations Cup, 2012, the work already underway on the President Bongo Ondimba, AVORBAM and Franceville Stadiums will be speeded up to take into account the deadlines prescribed by Confederation of African Football.

To make our country more attractive and ensure enhanced influence, the Diplomatic service has been given special attention in the 2010 budget. In this spirit, new diplomatic properties will be acquired, and the existing real estate heritage rehabilitated.

I will therefore do everything possible so that not one franc in the budget be diverted to the detriment of the concerns of the Gabonese people.

I commit the Government to have all the work effectively undertaken and completed in compliance with the selected specifications documents. From the same frame of mind, I will make sure the legal procedures for the attribution of government procurement contracts are applied strictly in order to put a stop to all the improper letters of consent and multiple addenda currently fashionable in the attribution of government contracts.

The delivery of works should no longer be in the virtual realm but should be visible in the field.

In my vision for a Gabon that is Just and Emerging, I intend to have the Gabonese SME sector dynamically involved in the execution of certain worksites that call for their skills or expertise.

This will be the case particularly for work related to the Fiftieth Anniversary of our country’s accession to international sovereignty, to be celebrated in Libreville on 17 August.

It is also in this way that I intend to promote the blossoming of a class of Gabonese businessmen capable of competing in every domain, including in the new buoyant sectors such as the environment and the protection of nature.

In this renewed commitment I shall remain constantly attentive to you. I will take the pulse of the situation regularly from you.

My dear compatriots,

Since my investiture, my work schedule has taken me out of the country a lot. I did not forget you, I was not neglecting you. This is why I recounted the details of my trips after each return.

These working visits took me, in particular, to the Vatican where I had the distinctive honour of meeting His Holiness Pope Benedict XVI, with whom I discussed questions related to the education of the youth of our country as well as our cooperation with the Holy See.

I also went to France, Italy and Denmark to talk with the highest authorities of these friendly nations, about the economic questions that affect Gabon’s development, and questions related to the protection of the environment.

In Copenhagen, I re-asserted the determination of Gabon to pursue its development compatibly with the efforts engaged in terms of environmental protection and the preservation of our forests.

We have already given signs of our ambition in this domain by declaring a prohibition on the export of timber, among other measures.

I remain convinced that it is by controlling the wood value chain that we will be able to extract the maximum profit from it and position ourselves as a flagship country on the international markets.

This decision is, of course, a result of the right of the People of Gabon to provide a better future for their children. This is not negotiable. On the other hand, I asked the Government to organise consensus building with all the stakeholders in the “Wood and Forestry” sector, and to submit to me, by March 2010, the detailed modalities for the implementation of this decision with the accompanying measures, in the clearly understood interest of all the parties.

My dear Compatriots,

In the course of the year that is beginning, I will have the pleasant duty to come back to you, in your respective localities, to thank you, certainly, for having placed your trust in me, but also to listen and exchange opinions on all the subjects we have in common and that are likely to help Gabon advance in a positive way.

For I have decided on the option of moving forward with a concern to obtain perceptible results as quickly as possible, even though I know that a major component of success is patience. But I also know that it largely depends on the determination we can instil in our daily activity on the worksite of Emergence.

Together, we shall win this wager and give back to our country what she has given us, is giving us and will certainly continue to give us as we make our progress United, in Peace and in Harmony. I would like to extend to you, once more, my wholehearted greetings for an excellent 2010.
